Frank Asirifi Otchere

AG. DEPUTY CHIEF EXECUTIVE

ING. FRANK A. OTCHERE was appointed Ag. Deputy Chief Executive, GRIDCo in March 2025. Until his appointment, he served as the Director, System Operations. He has over 28 years’ experience working in VRA-GRIDCo, especially in power system operation and planning as well as SCADA Systems.

He is the Chairman of the Power Planning Technical Committee, a technical body set up by the Ministry of Energy to develop short-,medium- and long-term plans for the Ghana power system, such as the Electricity Supply Plan, etc.

Ing. Otchere currently serves as the vice-Chairman of the Engineering and Operations Committee of the West African Power Pool (WAPP). He also serves as a member of the WAPP Regional Grid Code Taskforce and the ECOWAS Regional Electricity Regulatory Authority (ERERA) Taskforce on the review of the Regional Transmission Pricing Methodology.

He chairs the Ghana-Cote d’Ivoire Interconnection Technical Committee, the Ghana-Burkina Interconnection Technical Committee, as well as the Operating Procedures Review Committee of GRIDCo.

Ing. Otchere holds a first degree in Electrical and Electronic Engineering (BSc. Hons.) from the Kwame Nkrumah University of Science and Technology, and a Masters’ Degree (MPA) in Public Administration from GIMPA.

He is a Professional Engineer in the Electrical/Electronic Technical Division of the Ghana Institution of Engineering.

Ing. Otchere previously served as a member of the Load Management Committee set up by the then Minister of Energy to oversee the management of the Load Shedding Programme during the Energy Crisis of 2012 – 2015.

Ing. Frank Otchere is also a Reverend Minister in the Anointed Matrix Church division of the United Denominations of the Lighthouse Group of Churches. He is married with four children.
